You can attack any player 20 times and Contract them out 1 time per hour. The hour resets if they hit back (so you could fight unlimited). Protected cities are not for Chaining from so hitting 1 person 100 times should not be permitted. The hour is per Player - so when you hit a Player or a Player hits you - the hour for that Player and you begins - massively wide open for change and will be reduced or increased accordingly.
Blocks in Protected cities are unlimited, however, if you leave a protected city, only the 1st 6 blocks in your list of blocks go with you. If you go back into a protected city you have your blocks in place again (having spent the diamonds).
The cost of blocks in the protected cities is reduced the more you have: If you have more than 6 it drops down to 3 diamonds... more than 10 is down to 2... more than 20 is down to 1
Remember: It takes 48 hours to get back into a Protected city. This makes it more manageable, ensuring that if your family leaves the city you don’t lose all your blocks if you (as a solo or with a family) go back into a protected city - they count again.
Sounds a lot fairer to all from my standpoint as at least a temporary measure - this means they cant play silly buggers - at least without wasting diamonds...

Cities general information:
Restrictions on a City are a test feature.
Attack Restrictions do not count on your stored Levelling Partner.
It takes 48 hours to join a City from the point of asking.
To ask to join another City you must first leave any current City.
If you are a Family Admin you can join with your Family.
If you are in a Family - by default you are where your Family is.
You can join a city as a solo player.
There is no requirement or need to join a City but the Wasteland can be pretty rough.
A City may be a good place to be for City Features when they come - City Bosses for example.
